Government Contracting Advisory

Prepare the company, the offering and the route to the customer.

MGN advises domestic and international companies seeking to introduce products, technologies and services into U.S. government and prime-contractor markets.

A strong capability is not, by itself, a government-market strategy.

The company must know who buys the offering, how the requirement reaches the market, which contracting role it is prepared to assume and what evidence of readiness the customer or prime contractor will expect.

MGN develops a credible route and prepares the organization to pursue it.

Position. Prepare. Pursue. Perform.

01

Position

Connect the client’s demonstrated capability to a government need and a realistic channel to market.

  • Offering and capability assessment
  • Agency, mission and program alignment
  • Customer and stakeholder identification
  • Market and competitive assessment
  • Direct, subcontract, supplier or teaming options
02

Prepare

Establish the records and internal readiness expected for the intended contracting role.

  • Contractor-readiness assessment
  • Capability and past-performance materials
  • SAM.gov registration, UEI and relevant NAICS codes
  • Representations, certifications and contract-channel review
  • Compliance gaps and corrective-action planning
03

Pursue

Organize the response around the customer’s requirement and the client’s demonstrated ability to perform.

  • Market notices and information requests
  • Requests for quotation and proposal
  • Compliance matrices and response plans
  • Teaming and subcontractor coordination
  • Technical, management and commercial response support
04

Perform

Prepare the organization to move from award into controlled contract performance.

  • Post-award mobilization
  • Deliverable and reporting controls
  • Supplier and subcontractor coordination
  • Contract records and change control
  • Acceptance, closeout and transition planning

The appropriate role may be direct—or part of an established team.

A

Government customer

Pursue a direct agency requirement when the company has the qualifications, systems and contract path required to perform as the prime contractor.

B

Prime contractor

Offer a defined product, technology, service or geographic capability to a prime responsible for the larger government obligation.

C

Teaming partner

Combine complementary qualifications or delivery capacity under clearly assigned responsibilities and a common pursuit strategy.

The offering must be presented as a supportable government solution.

For product, equipment, technology and service providers, MGN connects the market strategy to the performance obligations behind the offer, including delivery, documentation, staffing, training, maintenance, service and continuing support.

Domestic and international companies.

International clients may require additional preparation for U.S. contracting practices, documentation, terminology, teaming relationships, personnel training and the division of responsibility between the home organization and its U.S. partners.

MGN coordinates that preparation without combining it with legal, tax, export-control, cybersecurity or other regulated advice. Qualified professionals remain responsible for those determinations.
